Part of St Pauls’ Highland Bridge Master Plan, Restoring Waters and Nellie Francis Court, provide new, truly affordable housing to St Paul. Situated along the Mississippi River - close to seven newly designed city parks, grocery and retail stores, bus service, and an LRT Station - this is a new mixed-use neighborhood with clean technologies and high-quality, energy-designed buildings and infrastructure.
Restoring Waters residents will have access to a case manager and peer support specialist, in addition to access to a small clinic, a meditation room, and a fitness room in the building.
Nellie Francis Court is considered ‘workforce housing’, for low income working families. Named after Nellie Griswold Francis, founder of the Everywoman Suffrage Club (ESC), the only Black woman suffrage organization in Minnesota at the time.
“I just think of the day when the people living here will be able to fill their days with being in a place where it’s really designed for you to be the best possible human you can be,” said Tonya Brownlow, Emma Norton’s executive director.
